Service Lead – Bristol – £435 per day (Umbrella) – Inside IR35 – 3-5 Month Contract
Our client is within the public sector and actively seeking an IT Lead (PM/PMO) to manage all IT projects across the organization. Helping them embark on a ICT change journey and ensure all members of staff can leverage the potential offered by the new IT Infrastructure.

Key Responsibilities:
Lead the digital and technology function across the organisation. Developing the Digital and Technology Strategy, looking fir continuous improvements in, Governance, Innovation, Supplier’s landscape and project delivery.

* Shape the Digital and Technology Strategy and develop plans to put this in place.
* Perform regular Horizon scanning and internal surveys to proactively identify innovations and more efficient ways of working digitally.

Lead ICT Future Programme of Work to ensure that the orgaisation is equipped with common digital tools

* Define, prioritise and agree future ICT Programme of Work and work with procurement to determine the most effective procurement route for delivery and value for money.
* Identify 3rd party IT providers to ensure that projects deliver against agreed timelines, budget and corporate needs.
* Lead monthly Digital Board, ensuring external IT Suppliers are held to account, projects are delivered on time and within budget.

Lead ICT Transition Programme, Transport Operations, Transfer Project and EB Data Warehouse Project to ensure it is completed on time.

* Escalating issues when they arise, to ensue completion.
* Identify lessons learnt and implement changes to introduce continuous improvements in future programmes

Drive a programme of culture change through Digital and Technology

* Develop a culture change plan through technology allowing all members of staff to be confident in using the new digital tools and infrastructure and leverage their full potential, in an environment, where remote working is still likely to be a reality.
* Lead on the delivery of the culture change plan working with change champions, HR and internal communications.
* Produce a Digital and Technology training plan and lead on the delivery of the plan, ensuring that effective training/ learning opportunities are provided across the organisation.

Manage the Digital and Technology department and build a high-performing and visible team with a focus on excellent in customer service.

* Animate the life of the Digital and Technology function, providing mentoring and feedback, and collecting feedback from the rest of the organisation to look for continuous improvements in terms if day-to-day IT operations and Future Programme of Work.
* Actively promote for department internally, communicating about progress, and performing regular surveys to look for areas for improvement, in partnership wit internal communications.
* Manage the Digital and Technology budget.

* Change Management Principles
* Experience leading large scale transformation projects
* In-depth experience of leading successful large-scale complex programmes, in a multi-supplier environment.
* In-depth experience of providing leadership and interacting with senior internal and external stakeholders.
* Experience presenting recommendations at Senior / Board level, driving consensus from a broad range of opinions.
* Proven track record of implementing large scale transformations and influencing change within teams and systems.
* In-depth experience of working in a complex stakeholder environment and demonstrated ability to develop and maintain effective working relationships even when faced with conflicts or “difficult people”.
* Experience managing a team, providing a clear direction, coaching / mentoring and feedback.
* Experience managing a department, setting up and managing budgets and resources.
* Experience of drawing together, leading and motivating cross-organisational project teams to achieve shared success.
* Experience of delivering complex programmes with a significant Digital and Technology focus.
* Experience of embedding organisational change through focused project delivery.
