I am looking for a housing project manager to join a busy team in Merton. This is an inital 3 month contract to deliver the Housing system implementation as described in the brief. This role is paying £350 a day umbrella (inside ir35).

Housing Supply approach

Current State – Analyse data

Demand

· Homelessness applications

· Applications for social housing

· Affordability of local private sector properties for different income bands

· Availability of housing through RSL

· Explore unofficial housing sector – beds in sheds, couch surfing

· Nightly lets and temporary accommodation

· Rough sleeper numbers

· Average wages in the area

· People with physical requirements for supported living etc

· Define standard quality requirements for standard 1 person, 2 person, 3+ person accommodation (size, accessibility, ventilation and light, access to laundry and cooking facilities etc)

Supply

· Housing available through RSLs

· Private sector housing affordable on LHA + benefits

· Council owned assets which may be suitable for conversion

· Unused assets owned by third sector organisations or in the private sector which could be long term leased for a reasonable price (Opportunity as office blocks are less in demand due to pandemic)

Financial analysis

· Cost of nightly lets and temporary accommodation

· Grants and finance available to invest in projects to increase supply

· Investment from RSL?

Best practice investigations – what are other councils and RSLs doing?

· Financial models – housing benefit, partnerships, grants

· System models – Righsizing, allocations policy, re-allocating other properties, setting up an arms length landlord agency

· Physical housing models – using hotels, office blocks, pod style modular housing, encouraging people under using their private properties to take in a tenant

Current State – summary

· Map showing areas of highest housing need and areas where there is potential supply

· Financial analysis – what can people afford to pay for rent, what is the gap

· Opportunities to save in the long term by providing different models for temporary accommodation

Recommendations

Produce a series of costed recommendations for discussion/implementation
